José Esquibel is the director of the Colorado Consortium for Prescription Drug Abuse Prevention, based at the University of Colorado Skaggs School of Pharmacy and Pharmaceutical Sciences. Esquibel says drug use patterns are driven by cartels, which prey on drug users with the strategy of supply, addiction and demand.
