Samet, the dean of the Colorado School of Public Health, said that the most recent studies show negative health effects far below the 12-microgram safety threshold set by the E.P.A. “It’s not a hard stop where we can say ‘below that, air is safe.’ That would not be supported by the scientific evidence,” Samet told the Times.
