A recently published blog from the Milbank Memorial Fund titled “A Framework for Evaluating Primary Care Investment” features multiple contributors from the University of Colorado Anschutz Department of Family Medicine (DFM) and the Eugene S. Farley Jr. Health Policy Center.

This article proposes a practical framework for evaluating whether state and federal efforts to increase primary care spending are truly reaching frontline practices and advancing access to high-quality care. It emphasizes the need to look beyond top‑line spending targets to assess whether investments are strengthening the primary care workforce, enabling practice transformation, and promoting equity.
