The largest share of kids who weren’t vaccinated in Colorado were “noncompliant,” meaning their parents hadn’t submitted proof of immunization or an exemption form, said David Higgins, president of the Colorado chapter of the American Academy of Pediatrics [and assistant professor of pediatrics].
