Lisa Abuogi’s research came to a sudden halt earlier this year when the Trump administration froze foreign aid spending. Her projects were directly tied to PEPFAR, the President’s Emergency Plan for AIDS Relief, a program that has provided HIV treatment and care around the world since 2003.
