Steven Berkowitz, a professor at the University of Colorado School of Medicine and an expert on the trauma endured by victims of sexual assault, said that it is “not uncommon” in such cases for victims to be in limbo, unaware of whether they will be asked to testify. “It really does depend on the jurisdiction,” he said, “and there are certainly places that do it better.”
